Quality Assurance in VET, Copenhagen process

The Barcelona European Council in 2002 set as a target to make Europe’s education and training systems a world quality reference by 2010. Since then important steps have been made towards this objective.

The Copenhagen declaration (November 2002) set the basis for the development of a Common Quality Assurance Framework for VET in Europe (CQAF). In May 2004 the European Council endorsed the CQAF. The CQAF builds on the target set by the European Council, and is included in the report on the follow-up of the objectives of Education and Training systems in Europe. The European Network on Quality Assurance for Vocational Education and Training (ENQA-VET, established in October 2005), is a follow up to the Council Conclusions of 2004. ENQA-VET is a voluntary forum in which the stakeholders at different levels in the field of VET can exchange experiences and views, build consensus, raise awareness and network. ENQA-VET gave momentum on European cooperation on Quality assurance in VET. ENQA-VET is coordinated by a Board, it holds two General Assembly meetings each year and is divided into working sub-groups on specific themes. To bring together the European and national/local levels to improve dissemination of the outcomes of its work and the flow of information between the levels, the Network is currently considering the establishment of national liaison points.

The Virtual Community on Quality Assurance in VET, set up and run by Cedefop since 2003, is gradually becoming a core element of the Network’s governance. Readers can obtain more information about the work and functioning of the ENQA-VET by applying for membership of the VC.nal and European levels, which were carried out to support, test and refine the CQAF.
